Edmond Edouard N’gouan is the founder and chairman of the green party of Cote d'Ivoire, Parti Ecologique Ivoirien (PEI).

He is a native of Agboville, a small town 79 kilometers away from Abidjan.

Edmond N'gouan has a degree in International business. He started his career in the exports industry in France. He later went on to start a business of his own before founding PEI in the wake of the crisis that rocked the country between 1999 and 2002.

N'gouan was one of many civil society leaders who openly denounced the discharge of toxic waste in Cote d'Ivoire in 2006 by Probo Koala, a tanker operated by a Dutch company. Many people died as a result and many more became sick. The public outcry led to the resignation of Prime Minister Konan Banny and his cabinet.

N'gouan is a founding member of the Federation of Ecological Parties of West Africa (FePEV-RAO), established in late 2007.

PEI's platform covers a wide array of topics, including transgenic crops, nuclear proliferation, and ecotourism.
