As Deputy Information Minister, Gabriel formulates and articulates government communication programs and policies. His responsibility is to ensure effective dissemination of government information to the public. In 2005, Gabriel also served as a Program Officer at the National Democratic Institute (NDI). As a journalist himself, he served as Managing Editor of the Inquirer newspaper in Liberia before becoming editor-in-chief of the Capital Gains (news publication of the Sacramento Black Chamber of commerce) in the U.S. and then staff writer at the Sacramento Observer Newspapers, CA, and the West Sacramento Press.
