PICAR is devoted to the development, study, and application of an interactive problem-solving approach to the resolution of conflicts between states and communities. PICAR works to advance the understanding of international and interethnic conflicts, and to develop interactive, problem-solving processes that can be effective in managing or resolving such conflicts.
