In 1996 an international study on the events leading to the Rwandan genocide of 1994 revealed that the United Nations and many governments had received ample warning of the impending violence. But due to a lack of co-ordination between the different sectors involved, and gaps in the response structures, nothing substantial was done to prevent the outcome. As a response to these findings, a group of 26 international NGOs, academics, UN agencies and governments involved in conflict research, campaigning, and policy development joined to form the Forum on Early Warning and Early Response (FEWER). FEWER is a multi-sectoral and multi-disciplinary network, spanning Asia, Africa, North and South America, and Eurasia
